I can see only one reason for these odds: Joinville are a team from Southern state Santa Caterina while Mirassol are a team from Sao Paulo region and this competition is taking place near their home stadium.
But that is also the only reason why you would back Mirassol. Becuase qualitywise they are on the same level as Joinville, they already played last wee and Joinville won the match in the group stages (3-2) and won the group with three wins. That was followed by another win, in the first round they have eliminated Tanabi (1-0).
Mirassol on the other side won the second place, lost to Joinville, won other games and are now meeting them again.
Another tight match, no risk taken, I see a draw and penalties here; 2-2!
