These odds are not realistic, it is true in Copa Nordoeste these two started with two low scoring games (Salgueiro won 1-0 and Botafogo drew 0-0) but they play their State leagues and are scoring a lot there.
Salgueiro played twice this year and won both matches: they have beat Academica Vitoria 6-1 and then lost 2-3 against Central. I guess these teams are not so well known but that is the way it is in State Leagues where you have mixes of all kinds of Clubs... from top Serie A ones to semi amateurs... that is so nice at Brasilian State leagues.
Botafogo of course are not well known team from Rio, these are Botafogo da Paraiba, their biggest success was winning Seria D in 2013, otherwise they never won anything of any significance.
I expect Salgueiro to win this, they are better team, more established. My call is 3-1 and a clear over!
